Can anyone tell us if the NOE (Ethernet for Modbus) card increases the communication speed of MODBUS itself? Or it is just a RS-232 to Ethernet converter?

I have the need to for a very simple HMI software suite. All of the commercial HMI packages that I have evaluated are overkill for my application.
