Original Micro/Win SW that can be downloaded from Siemens website is fully functional for 30 days.

Unfortunately Siemens doesn't sell simulator for S7 200 but a spanish programmer has made a solution ...

This might help. It is a simulation of the S7 200. With this you can test the program you made.
