We are in internal conversation to choose a PIMs, I´d like to know if someone have a datasheet to ranking PIMS with their features.

It's my strong recommendation that you do not follow an approach where you ask for the systems features, and try to developed your requirements around it, it would be extremely expansive and counter productive.
You should get your requirements listed clearly – preferably form your operation group and end users in particular- and insist that any PIMS supplier you select develop all the applications in as generic format as possible – such as MS Excel or Crystal Report – and provide all the interfaces to third party systems that you might need to connect too, and by far make sure that you supplier has excellent local support.
I strongly recommend that you look into a PIMS system supplied from your DCS vender as those have a tendency of being easy to install and the vender will be extra careful in making sure that the PIMS dose not cause any problem on the control network or increase the load on it.
I have managed 3 PIMS projects with different suppliers and all were comparable, and the engineering and configuration played the biggest role in making the project successful with the product selection playing a somewhat secondary role. The product that I have used are :
1) Honeywell PHD
2) OSI PI
3) Yokogawa ExaQuantom

We intend to use PIMS but due to lack of experience we may be shortchanged by the contractor into accpeting a simple historian. Would like to know how to differentiate between the two. And how useful would a PIMS be in a wastewater industry?

In my experience the best is test before anything. Mainly must test the interface between DCS and the PIMS, if that interface doesn't load the dcs, you have advanced a 50%.
