Please advise where I can find the below item

But gasket contact surface smooth

Geez, I would start with the internet, do a search on blind flanges:

I did a quick search and found 4000 hits for blind flanges. I sure if you were to send your requirements along to say 20 or 30 manufactures, one of them will either have what you need or make it for you. You got this far, try a little time on the web researching for what you want / need.

Just a guess but... maybe... Flange store?

If process is compatabile I would change flange material to 316SS or 316LSS. And buy flange that meets 300#RF and below specifications. I did this in refirgeration process with design specification to -40°F/C. Most flanges should meet
the finish of 125 - 250 AARH.

Usually the stainless steel flanges are readily available at most piping supply companies.
