If the facility has an existing DCS system for the Process side, you may want to tie into it. If so, it may be best to keep the same style DCS.
If you really don't need to tie into an existing system, then for Utilities, you really only need a PLC and HMI's. The expense of a DCS is overkill (in general) for these types of services. Also, the utilities you mentioned are rarely in the same area of the plant, so individual PLCs may work better, each located in the section you are monitoring/controlling.
Yokogawa's CS3000 DCS system is probably the best solution. Newly released controller (FFCS) is both powerful and cost effective, and can communicate to most devices. (Fieldbus, Profibus, Modbus, OPC, etc.)
