I need to monitor the signal from a liquid flow meter in a pc application. The documentation says that the output is pulse in a "digital open collector signal." It also specifies that a 820 ohm pull-up resister must be used. Distance will be about 20 feet. For this particular flow meter 215 pulses = 1 gallon of fluid dispensed.
I am looking for a converter, logger, or other device that will convert this information into something a pc can understand (like rs232 serial). Can someone please point me in the right direction?

Most any "flow computer" can read this. So can many PLCs, but you may need a high frequency input card.
On an o-scope it looks more or less like a square wave (it may be a little raggedy looking).
This is a very standard output.
Kessler Ellis is one of the most common flow computer suppliers. There are lots of others.

Check out the USB digital input module from Advantech. It takes DC digital inputs from 1.5V to 50V max.
Spec sheet even claims it's suitable for home projects.
