we've been trying to source a flow meter than can measure co2 at 65bar which is actually a liquid at this pressure.

I did contact a company called RS Hydro (http://www.rshydro.co.uk) in the uk who say they can do this. The kit is quite expensive - they were suggesting a Panametrics PT878 GC. I would like some advice from anyone who has had a similar application.

I am not the actual user but as a supplier & flow measurement solution provider, I can recommend use of Ultraflux Clamp On Meter from France. They have done some vary innovative applications & I am sure they would be great help to you. Let me have further details on the application & I will coordinate with them to get you a solution.
