1- what advantage to use QUAD ESD or TMR ESD ?
2- is prosafe-rs the only security system to receive certification SIL3 under IEC 61511?

There is a lot of discussion about the reliability and availability differences between these CPU architectures. My opinion is that it is almost academic. In general they can all achieve SIL 3 when fully operational. Some 2oo3 systems degrade from SIL3 after a channel failure, whereas diagnostic based systems can usually maintain SIL3. At the end of the day look for features and cost effectiveness. Investing in good specifications, field sensors, final elements, and functional safety management is how you will get maximum safety and availability!
