Unfortunately we don't get any training document for learning SCADA. We need to buy them from Citect company. But if you want quite guide, go to http://www.citect.com and there you get some manuals.
I think the best way is to use Citect help button in your Citect software.

Vikor, you should go to http://www.citect.com. They have information, training, documentation, and since they are the vendor of the CitectSCADA product, they are authoritative. They will find you your nearest Citect engineering office, also.
