I am using a True RMS Multimeter to measure 110VAC @ 50Hz and 110VAC @ 400Hz. Will the multimeter read the correct value in both the cases?

It depends on the meter. Most recent decent
offerings should handle 400Hz. but with some
harmonic content you can still find interesting
results. And there are also qualifiers on crest
factor, etc. I'd tend to stick to Fluke, etc. for anything but 50/60 Hz and really non-sine
waveforms. At least they know what it should
do.
