What is Lock-up valve

It says Lock-up valves may be required when a control valve should stay in last position after a failure of instrument air supply or shut-off valve requires a higher instrument air pressure than the guaranteed min pressure.

So what is a Lock Up valve actually and how it prevents valve moving when the air fails?
