Pump Control Scheme Study Report

My client is asking for a deliverable named "Pump Control Scheme Study Report", basically I want to know what are the things to be captured in this report. The facility is large water supply network with 2 large tanks, 4 pumps in paralled operation to pump water to users.

Max flow is around 3000 m3/hr & pressure is about 14 barg. We will be using VSD also for pump motor speed control based on the flow load requirement.

How I can assess the optimum control scheme for such a facility? I assume this deliverable must be prepared by Process Engineer not Instrument Engineer (Yes I am an Instrument Engineer). Please excuse me, I am a novice in this field :-)
