Slow Starting AC Motor

I have a single phase fractional horsepower motor that starts slow and after several minutes increases speed to its specified rpm. It does this under load and under no load.

There is no centrifugal switch. There are two devices connected to the start winding, one is a metal capacitor, and the other metal rectangular device is unknown, the markings are all gone. Here is how they are connected. The unknown device has three terminals, I call them A, B, & C.

A & B are connected together and also connect to one terminal on the capacitor and the start winding (Cap is in series with Start winding). Terminal C connects to the other terminal on the capacitor, the AC line and the run winding (L2). The other ends of the start and run windings are connected to the ac line (L1). The capacitor is 4 MFD, 370 volts.

Could the unknown device be another two section capacitor? I checked it with an ohm meter and it gives the typical kick and decay response of a capacitor on the meter. Perhaps one of the sections is Opened thus reducing the total capacitance? What is the typical capacitance value for a run capacitor? If not a capacitor, what might it be? There are not enough contacts for a relay.
