Performance analysis and optimization tool for power plant

May anyone suggest some performance and optimization tool for power plant which can be interfaced with DCS for plant performance analysis and likewise load distribution between different equipments or multiple plants to obtain maximum efficiency and long life.

One name I have heard is Emerson's "Global Performance Advisory System". May anyone provide it's documentation or it's source.
Any comment on this.
