DC servo motor not running

Hi We got a new DC servo motor and it is not running at high speeds. Some times it will be running at a speed of Max 1200 rpm and got struck. What could be the possible reasons for this? Is it because of brush contact?

Are the brushes getting stuck maybe? Does there seem to be a lot of debris or anything when you take them apart? Check the brush springs. It might be worth putting a dial indicator on the brush contact points (With Power off!!!) to see if they are uniform (IT sounds far fetched, but is maybe something to try). Will it start spinning by hand, or is it locked up good?
