Eazical Positioner hunting

I've encounter tycoflow eazical IR positioner hunting. I place a multi-meter to see the signal to the positioner. it is a fix signal (eg.16.02mA), but the positioner was hunting and cause the motor amp of the blower vary between 10amp different.

Please help!
