Spinning reserve is a component of operating reserve. In an electricity grid the system operator must have enough capacity to cover the maximum peak load possible on the system. Based on history, projection and monitoring the system frequency the system operator determines and dispatches power stations (and non conventional generation, renewable etc) to generate sufficient load to cover usage and maintain a stable system frequency. The operating reserve is primarily made up of spinning and non spinning reserve. Non spinning reserve is power stations (and non conventional generation, renewable etc) that have not yet started up yet. Spinning reserve is typically PowerStation’s operating below their maximum output that have the ability to be dispatched upwards.

Minimum load - dependent on what its in relation too ,

could be the minimum stable generation of a PowerStation (the smallest amount of power it can generate)

or the minimum load on a grid system?
