UK safety rules

Dear Phil,

We are operating our captive cogeneration plant under UK safety rules. as per the safety rules low voltage to be considered 0 up to 1000V including 1000V and need not to be earthed.

Above 1001V we need to isolated the circuit and earthing to be followed.

My question is why we need not to earth the low voltage (i.e <=1000V) circuit? there is no danger from residual voltage like HV?
