I need information about On cooldown of GT GE MS9001 (Mark IV):

1)When starting the GT how long it takes for On cooldown (minimum time)? minimum rpm during the process?

2)When shutting down GT how long the On cooldown process (minimum)?

The details of the cooldown process after turbine shut down and before start up are described in GE document GER 3620 revL p49.
After shut down turbine should remain on Cooldown till max wheelspace temperature is below 150F and typically turbine 9E remain on cooldown for 14hrs (check your specs).

How long turbine should remain on Cooldown before start up depends on the turbine conditions: how long turbine was not operating, whether was during this time on Cooldown or not etc - refer for details for several scenarios described in the mentioned above GER but minimum period recommended by GE is 4 hrs.

Rotor's speed while on Cooldown for turbine 9E is setup as apr 120rpm.

Cooldown cycle may be reduced by using starting device (start up engine) for forced cooldown, but this method is not recommended by GE.
