i am going to control the level of spherical tank using simulation tools such as labview, matlab.
can you pls tell if i should use any transfer function for the control valve? is it necessary or the controller output is enough which can be given directly to the process?

also can you suggest some ways to learn fuzzy logic rule base ?

We don't normaly do students homework assignments for them. In this case your instructor has set you a common real world problem and asked you to solve it yourself. Fortunately, you have actually done exactly what you should do in the real world which is - ask someone who knows the answer.

Your control loop response is non-linear. You need to use an "Output Characteriser" to make it linear so you can apply a PID controller to it.

Google is your friend. (and this isn't a fuzzy logic problem) but that's all the help you get.
