Problem SOE in INFI90

Hi Friends
I need guidance to resolve the problem occurred at node communication of PCU.
At the moment, i have a problem in Bailey DCS system.
PCU 1 (SOE) had offline.
I check system, and i see: led 8 on INSEM01 on, led status is RED; all led on INNIS ON, all LED INTKM01 OFF.
I change INSEM01, INNIS, INTKM01 but PCU still Offline, I don't know how to PCU 1 ONLINE.
I have file .CFG of PCU 1 on EWS, but PCU1 offline, so i can't download config go to INSEM01 new.
Can you help me?
My server has config:
Type: DECAlpha Station 255/233 64bit
CPU: DEC 21064A RISC 233Mhz
Memory: 128Mb ram
HDD: 2x1,08Gb - RZ26N
FDD: 2,88Mb - RX26
CD Rom: 12X DEC - RRD46
Version: DOS
