According to PCV installed here its datasheets show a range value of min to max flow with correspnding vlaue of precentage valve opening. So, there would not be any flow through PCV when The min valve position and corresponding flow is there. e.g. Min Flow in 70TPH and % valve Opening is 26%. When PCV is less than 26% then there would not be any flow?

It means you should not operate the valve at less than 26% open. There will be flow when the valve is between 0 and 26% open, but the valve trim may not last very long if you operate there. You didn't say what the fluid is, but if it is liquid you may get cavitation or flashing. Your control system should be set up to force the valve closed when demand would call for position less than 26% open.
