Correcting control valve errors

If a control valve showing 75% in a command of 25% (i/p) or 8 ma, then what precaution have to take to correct that CV 's error?

This sounds like a reverse acting valve. What mechanical position is the valve in when the current is 4mA? 16mA? or 20mA?
