LM5000 GG Underspeed Tripping

Our LM5000 gas turbine is having trouble during startup. right after reaching 7400 RPM in HPC, there is an alarm trigger Underspeed GG. We have changed the VGG Control, CIT, flame sensors, but the problem still occurs. The control system is Mark V.
Please could someone help with the detection of the cause of the trip.
