CCPP over/under frequency operation

Following the control logic steam turbine is also tripped, when there is sudden frequency spike beyond allowable limits (51.6Hz). What is the practice / standard worldwide? I believe generator breaker should open only and steam turbine to stay on FSNL, when GT survives.
