Simple answer - yes.

A simple device, by definition, is one that cannot generate more than 1.5 V, 100 mA, or 25 mW, or has energy-storing components with well-defined parameters. So the energy that the simple device can supply to the circuit is limited. However, the energy that can be supplied by the external circuits connected to the component are not restricted in any way - so an energy-limiting component (barrier or isolator) is needed between the IS part of the circuit and the rest of he world.
