Transfer Function

I have a 4 wire pc fan controlling rpm
a lm35 temperature sensor
and a lamp (haeter)
and i am trying to find a theoretical model (transfer function) for my pid control.

So i can calculate rpm from the given pwm
i also possible need to go from rpm to cfm (cubic feet per minute) and from cfm to a heating equation.
Can anyone help me!
