Fail safe terminology

Can anybody explain what is meaning fail safe start command to DG set?
The DG set is connected to EMCC (Emergency switchboards). EMCC has two Incomers, Incomer -1 as normal incomer & Incomer-2 Emergency (DG-set) in normal case
1) When there is power fail-
Start command is generated at EMCC (By monitoring Line & Bus voltage) & given to DG set (AMF panel) which in turn give Engine start command. After voltage built up Automatic forward transfer happens (Transfer of loads on DG).
