My notebook computer will not connect or ping the IP address 10.1.1.250 subnet 255.255.255.0.

I can ping and connect to 10.1.1.249 same subnet.

or I can ping and connect to 10.1.1.251.

In the past I used the IP address 10.1.1.250 as the address for many PLCs in plants that did not have an addressing scheme. Normally I would have a PC computer as the HMI and a PLC. So I picked an easy to remember and used the same address often at different plants. NOW I can not ping or connect any of them. I tested this in my office and I have the same results. HELP! What do I need to do? My co-worker can ping 10.1.1.250 and connect but not me.
