IS220USCAH1A controller S not booting on TMR

Hi,
We got problem with the controller (IS220UCSAH1A), we changed the flash card but still booting (red LED in flashing state ) ?!!

Did you reinitalized the Compact Flash (CF) for S controller through ToolboxST?
Ensure that the CF is OEM qualified part.
