Remote seal transmitter

In our petrochemical industry under commissioning stage. We have problem with remote seal type Dp transmitter used to measure level.

The process warrant repeated pressure and vacuum hold test. After the operation the transmitter found fluctuating. By keeping both flange to atmosphere,DP is fluctuating. Any one faced problem like this.
