Are specifications for both thermal relief valve and pressure relief valves same or different?
And how to size a thermal relief valve?

TRV is used for relief of pressure due to rise in temperature of liquid b'coz of overheating or due to change in temp. Of atmosphere which could be in mmWCg whereas PRV is used for rise in pressure of gas / liquid for some other reasons. Port size for TRV will be smaller than PRV as only depressurization is needed & not complete relief. TRV is used for liquid service as vapor pressure rises due to heating.
